• Kate shared a draft of the governance document for establishing the new group
• The governance is for an umbrella group that contains this technology agnostic health metrics group and an implementation group that is seeded by Bitergia as one possible implementation of health metrics
• The goal is to grant autonomy to each group while fostering potential synergies since both groups are interested in community health
• Both groups are planning to reach out to communities and foundations to include more interested people
• Licensing is one section of the governance document and the group havs to think about how it wants to license e.g. the health metric specification
• Question: how are SQL queries classified (code vs. documentation) and licensed?

• The discussion is starting to emerge
• More interaction between industry experts would be nice
• Matt and Georg respond within 24 hours to keep the discussion moving while giving others time to respond

• Matt brought up the idea that this group might want to have a Research and Development sub-group that actively reaches out to other communities to understand how metrics are actually used and what metrics are most helpful
• Kate thinks that the connections that the implementation group seeks with other foundations could be benefitial for the R&D sub-group
• The bi-weekly meetings will probably continue after governance is approved and in place
