Real-time project

RTL project is considering launch stable-rt team in RTL project
Renesas would like to know the milestones for RT support for CIP Kernel.
- Daniel Wagner already prepared the cip-rt repo.
- The detail has to be clarified with Daniel Wagner.
- RT Project also considering to start a LTS effort by themselves.
- Renesas is ready to contribute to the RT Project so they would like to know the status about the RT LTS in timely manner.
